    He was sent to investigate the conditions of an African colony whose natives were being recruited for the army of another European country. These "armies" were used to forcibly collect rubber and ivory from tribes along the Congo. The natives of the colony complained that none of the young men who joined the army ever returned to the colony. There was even talk that the men were being used as slaves and not told when their time of service was up. John Clayton was supposed to look into the treatment of these black British subjects.
